The Ministry of Home Affairs, vide Notification S.O. 2707(E), has delegated rule-making powers under the Transgender Persons (Protection of Rights) Act, 2019 to the Lieutenant Governor of the Union Territory of Ladakh. Under the notification, the Lieutenant Governor has been directed to exercise the powers and discharge the functions of the appropriate Government for the purpose of formulating rules under the Act within the Union Territory. The delegation is subject to the control of the President and shall remain in force until further orders. This development is expected to facilitate the implementation of the Act in Ladakh by enabling the formulation of region-specific rules and administrative mechanisms aimed at protecting the rights and welfare of transgender persons. Government authorities, legal practitioners, social welfare organizations, and other stakeholders should review the notification to understand its scope and implications.
