The Government of Manipur, through the Department of Skills, Labour, Employment and Entrepreneurship, has published the Draft Manipur Social Security Rules, 2026 under the Code on Social Security, 2020 in the Extraordinary Gazette dated 25 June 2026. The draft rules, issued vide Notification No. LAB-104/2/2021-LAB and EM-LAB&EMPL dated 18 June 2026, have been released for public consultation, allowing stakeholders 45 days to submit objections or suggestions before final notification. The proposed framework introduces comprehensive provisions for the administration of social security, including the establishment of a 31-member Welfare Board for unorganized workers, creation of the Manipur Social Security Fund, digitization of welfare benefits for building and construction workers, issuance of digital identity cards, eligibility criteria for worker registration, timelines for social security disputes, protection of gratuity payable to minor beneficiaries, funeral expense compensation for employment-related fatalities, mandatory vacancy reporting by establishments employing 20 or more workers, and a consolidated online annual return to simplify employer compliance. Employers, HR professionals, contractors, labour law practitioners, and worker organizations are encouraged to review the draft rules and submit their feedback within the prescribed consultation period.
