The Government of Manipur, Department of Skills, Labour, Employment and Entrepreneurship, has issued the Draft Industrial Relations (Manipur) Rules, 2026 under the Industrial Relations Code, 2020, through the Manipur Extraordinary Gazette dated 25 June 2026. The draft, which supersedes all previous drafts, has been published for public consultation with a 45-day period for stakeholders to submit objections or suggestions. The proposed rules establish a comprehensive framework governing industrial relations across the state, including provisions relating to trade union registration and recognition, dispute settlement procedures, Works Committees, Grievance Redressal Committees, strike and lockout procedures, electronic filing of applications, layoff, retrenchment and closure approvals, retraining fund contributions, and compounding of specified offences. The draft also prescribes standardized forms, membership requirements for trade unions and federations, digital compliance mechanisms, and enhanced employer obligations under the Industrial Relations Code, 2020. Employers, industrial establishments, trade unions, HR professionals, legal practitioners, and compliance officers are encouraged to review the proposed rules and submit their feedback within the prescribed consultation period.
