The Government of Manipur has issued the Draft Occupational Safety, Health and Working Conditions (Manipur) Rules, 2026 vide Notification No. LAB-104/2/2021-LAB and EM-LAB&EMPL dated 18 June 2026, published in the Manipur Gazette on 24 June 2026. The draft rules have been released under the Occupational Safety, Health and Working Conditions Code to establish a modern regulatory framework for workplace safety, health, and labour welfare across the state. The proposed provisions include mandatory online registration of establishments, annual medical examinations for workers aged 45 years and above, constitution of State Advisory Boards and Joint Safety Committees, overtime limits and compensation, safeguards for women employed in night shifts, welfare measures for inter-state migrant workers, licensing requirements for contractors, and strict timelines for reporting workplace accidents. The draft also invites objections and suggestions from stakeholders within 45 days of its publication before the rules are finalized. Employers, factory occupiers, contractors, HR professionals, safety officers, and labour law practitioners are encouraged to review the proposed rules and assess their compliance obligations.
