The Labour Resources and Migrant Workers Welfare Department, Government of Bihar, vide No. 01/OSHC-05/2026-218/L.R., S.O. 217, has notified the Bihar Self-Certification and Third Party Audit and Certification Scheme, 2026 under the Occupational Safety, Health and Working Conditions Code, 2020 and the OSH (Bihar) Rules, 2026. The Scheme provides an optional compliance framework under which eligible low-risk establishments may undertake self-certification, while medium-risk establishments and recognised start-ups may be subject to third-party audits through experts randomly allotted via the Central Inspection System (CIS) Portal. High-risk units and specified hazardous establishments remain outside the Scheme. Key requirements include annual self-certification, prescribed audit timelines, digital checklists, graded findings and corrective action reporting, while inspections may still be conducted in specified circumstances such as accidents, complaints, imminent danger, or random verification. Employers are advised to review the official notification for eligibility, deadlines, audit procedures, withdrawal conditions, penalties, appeals, and other applicable compliance requirements.
